Didn't I see this letter last year?
Yes. The Park District just completed its third Voluntary Annexation Program (VAP3). We received a positive response to the program and have had many area residents since inquire about how they can annex into the Park District.
What if I don't want to annex?
If you don't wish to annex into the Park District, simply recycle this letter and form. This program is completely voluntary.
What does it cost to annex into the Park District?
Through the VAP there is no direct cost to annex into the Park District. The Park District will pay for all of the annexation fees. Once a household becomes "in-District" they will be required to pay property taxes to the Park District. The current tax rate is $1.45 per $1,000 of assessed property value. [For example: a property assessed at $200,000 would pay $290 in year Park District taxes.]
What is the Assessed Value of my home?
The assessed value of your home is the value that the county uses to determine your amount of your annual property taxes. It will be displayed on your property tax statement and can also be located at the Washington County website at http://washims.co.washington.or.us/InterMap/. Please note the Assessed Value is not the same as the Real Market Value. How is Assessed Value determined?
Assessed Value is determined by the Washington County Department of Assessment & Taxation. "Property is taxed on its assessed value. A property's assessed value is the lower of its real market value or its maximum assessed value. Each year, the county assessor determines the property's real market value and calculates its maximum assessed value. You are taxed on the lesser of the two, which is called the assessed value." What Park District do I belong to now?
Your property does not belong to any Park District. It is in an unincorporated area. Tualatin Hills would be your park and recreation service provider should you choose to annex into the Park District.
What areas are eligible to annex into the Park District through this Voluntary Annexation Program?
Property Owners within our Ultimate Service Boundary will receive this letter and are eligible to participate in the Voluntary Annexation Program. To see the outline of our Ultimate Service Boundary, click here.
What areas are not eligible to annex into the Park District?
Areas that are currently served by other local jurisdictions (Hillsboro, Portland, Tigard) are not eligible to participate in the Voluntary Annexation Program. To see a map of areas that are not eligible click here. These areas may already be served by another Park and Recreation provider.
What are the benefits of becoming "in-District?"
Property owners annexing their property into the Park District are eligible to:
- Pay "in-District" fees for classes/programs (no out-of-district assessment fees)
- Enjoy priority registration for classes and programs
- Participate in the Family Assistance Program
- Vote in Park District elections
If I annex now when will I be considered "in-District"?
Households that completed the annexation program application by September 2007, will be considered "in-District" in the spring of 2008, once Washington County has approved the Annexation Resolution and Order. You will be notified by mail when the process is complete. Last year the process was completed in March.
By annexing into the Park District am I annexing into any other service provider boundary (such as the City of Beaverton)?
No, you are only annexing into the Park District.
What do I need to do to be included in the Voluntary Annexation Program?
To be a part of this process simply fill out and sign the form included with this letter and mail or fax it back to the address/fax number included on the form. No verbal annexation requests can be taken over the phone.
How can I be sure that my application was received?
Once your annexation application is received the Park District will mail you a confirmation postcard notifying you of important upcoming dates. If you submit your application and do not receive this postcard, please call or email for confirmation.
Is there anything, other than submitting the application, which I will be required to do for the Voluntary Annexation Program?
As part of the process there may be a public meeting/annexation sign posted on or near your property. This is part of Washington County's land use requirements for the annexation process. You may also receive a letter from Washington County regarding the annexation process.
There is a sign near my house? Am I being annexed?
As part of the process to advertise the Washington County Board of Commissioners hearing on the Voluntary Annexation Applications, the Park District, or its consultants, will be posting signs on or around properties that have chosen to annex.
If there is a sign near your house, on your street, in your subdivision, etc., this does not necessarily mean you are being annexed. Only properties who have submitted the Voluntary Annexation Application will be annexed. The signs indicate that someone in your immediate area (street, block, subdivision) has submitted an application. What if I submit my form and then change my mind and wish to withdraw from the Annexation Process?
Participants in the Voluntary Annexation Program may withdraw from the process up until September 22, 2007. Once a property has annexed, the "in-District" status and related tax are permanent. The "in-District" status will remain with the house/land regardless of sales or property subdivision.
